The modulator program can AM modulate it, e.g. like this:
modulator.exe -input test.wav -output am.wav -mode am -carrier 1000 -magnitude 50
This is the output file, am.wav:

To create a FM modulated output, you can call it like this:
modulator.exe -input test.wav -output fm.wav -mode fm -carrier 1000 -deviation 500
The output file: fm.wav:

The modulator program, compiled for Windows, with source code: modulator.zip (should be very portable, e.g. should be no problem to compile it for Linux, too).
This program is released under the BSD licence, so do what you want with it, but don't forget to mention me as the author of this program.
